cmdtoolコマンドで画面が開かない

cmdtoolコマンドを使って、画面を開こうとしています。
しかし、下記のように、xhostコマンドで許可を
与えようとしても与えることができません。
# SunOS 5.8

-----------------------------------------------
$ hostname
hoge
$ env
DISPLAY=hoge:0.0
$ /usr/openwin/bin/cmdtool
Xlib: connection to "hoge:0.0" refused by server
Xlib: Client is not authorized to connect to Server
XView error: Cannot open connection to window server: hoge:0.0 (Server package)
$ /usr/openwin/bin/xhost
Xlib: connection to "hoge:0.0" refused by server
Xlib: Client is not authorized to connect to Server
/usr/openwin/bin/xhost: unable to open display "hoge:0.0"
$ /usr/openwin/bin/xhost +
Xlib: connection to "hoge:0.0" refused by server
Xlib: Client is not authorized to connect to Server
/usr/openwin/bin/xhost: unable to open display "hoge:0.0"
$ /usr/openwin/bin/cmdtool
Xlib: connection to "hoge:0.0" refused by server
Xlib: Client is not authorized to connect to Server
XView error: Cannot open connection to window server: hoge:0.0 (Server package)

１）どのようにすればよいのでしょうか？
また、
２）xhostコマンドで許可を与えた場合には、
　　どのユーザでもcmdtoolを利用して画面を開くことができるのでしょうか？
